Can WhatsApp call a landline? What works instead

WhatsApp calls only work between WhatsApp accounts. Both people need the app installed, an internet connection, and each other in their contacts. There is no feature to type a phone number on a keypad and ring a landline, an office line, a hotline, or anyone who isn't on WhatsApp — and that includes most landlines, support desks, clinics, banks, and government offices.

If the person you want is already on WhatsApp, a WhatsApp call is free over WiFi and perfectly good.
